Position Summary:

The position of Early Childhood Program Assistant (ECPA) is one that will support high quality early childhood program and daily operations of Head Start center under direction of the Director of Early Childhood Education (DECE). ECPA will also work directly with assigned teachers in classrooms supporting their growth and development.

Position is on an annual contract of .865 FTE with work occurring for 45 weeks (approximately last week in July through 1st week in June).

40% A. Preparation and coordination of high quality early childhood programming for children to stimulate approaches to learning and growth in social emotional development, physical development, language, literacy, and communication, mathematics, creative arts, science and technology and social studies through strong adult-child interactions, inviting learning environments, consistent daily routines, and active, hands-on learning experiences.
A1. Act as a role model in the classroom by implementing the curriculum to a high degree and modeling the skills identified for the Teacher.
A2. Discuss with assigned staff how activities implemented in the classroom impact child outcomes. Increase staff knowledge of Early Childhood Development in areas to include: relationship- building, engaging parents, social/emotional development, positive guidance, curriculum planning, instructional strategies, authentic engagement of children, learning domains, classroom set-up, Head Start learning outcomes and school readiness goals, observation and assessment, being an effective member of a center team and DAP.
A3. Assess classroom environment and adult-child interactions using internal checklists, Program Quality Assessment (PQA), Classroom Scoring Assessment (CLASS) and other assessments to improve practices of assigned staff.
A4. Develop a plan of professional development, in conjunction with the DECE and assigned staff; that includes specific goals that relate directly to teacher expectations as outlined in the Teacher Performance Evaluation Indicators, the CLASS, the High Scope PQA and other such assessment tools the program may identify.
A5. Hold reflective conversation meetings with assigned staff at least twice a month. Basis for these meetings will be the information gained through observations, videotaping, modeling and co- teaching experiences as well as the information gained through CLASS and PQA. Solve problems, proactively generating ideas and solutions as necessary. A6. Meet at least bi-weekly with assigned staff to model and co-teach areas that have been identified in the professional development plan. 

30% B. Participate in leading and coordinating at a Head Start site by taking assigned responsibilities of Early Childhood Coordinator
B1. Responsible for the daily operation of the center in compliance of state and federal regulations and program policies under the direction of DECE.
B2. Create and implement contingency plans re staff absences, center budget and reallocations, non-federal share record keeping, transportation routing, and volunteers.
B3. Collaborate to ensure a high level of parent involvement in center life: classrooms, attendance at family fun nights/parent meetings, parent trainings, field trips, etc. 

30% C. Supports Adult Learning and Professional Development
C1. Build a positive, caring and supportive relationship with assigned staff through recognizing their existing strengths and capabilities and engaging them in reflective discussion regarding their growth and development.
C2. Models appropriate time management and organization skills.
C3. Provide specific, ongoing feedback
C4. The ECPA may assist and support staff training by offering educational workshops during pre-service and on training days.
C5. Initiates opportunities for learning about High/Scope Curriculum, Conscious Discipline/Pyramid Model strategies, and child development. 

Knowledge of child development and high quality teacher-child interactions. Knowledge of High Scope curriculum, Pyramid Model, and Conscious Discipline. Knowledge or willingness to learn and apply principles of adult learning.

Knowledge of Wisconsin Child Care Licensing Regulations.

Skill in use of Child Plus and Teaching Strategies Gold data systems. Skill in articulate and clear writing style.

Ability to manage multiple tasks and priorities in a fast-paced work environment. Ability to listen with the intent of understanding and able to communicate effectively.

Ability to communicate effectively with supervisors, co-workers, and other staff and students and professionals in community. Is friendly, approachable, compassionate, honest, and self-confident

Ability to model humor, flexibility, and appreciation of everyday moments. Ability to implement reflective practices and build a partnership

Able to self-manage time, keep records and documentation up to date Ability to provide strength-based feedback when dealing with sensitive input

Exhibits openness to differences in culture, language, personal background, and teaching and learning style among colleagues and protégés.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to interact with preschool age children, including: moving and reacting quickly when necessary to ensure safety of children; lifting or carrying a child in order to provide assistance and/or to respond to an unsafe situation; standing, sitting, bending, climbing in/out of van and/or bus; stooping, kneeling, crouching, crawling to interact with children at their level; carry thirty (30) to fifty (50) pounds.


The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Office space may be confined to the classroom area or may be separate. Children are present up to seven hours per day and staff is exposed to moderate noise



Minimum BS Early Childhood Education or Wisconsin State Teaching Licensure

Inclusive of Preschool

2 years’ experience as lead teacher of preschool-age children.

Demonstrated knowledge of child development, appropriate observation and

assessment methods and implementation of early childhood curriculum.

Must be proficient in Microsoft Word, PowerPoint and Excel and familiar with

Google Drive.

Valid Wisconsin Driver’s License or the ability to obtain upon being hired.

Successful completion of criminal background checks.


Experience as a Teacher in a Head Start program.

Knowledge of Head Start Performance Standards and Head Start Early Learning

Outcomes Framework.

Prior experience working with adult learners.

Prior experience in leadership and organization of Early Childhood Program.

Experience in implementation of the High/Scope curriculum, Pyramid Model or

Conscious Discipline

Proficient in use of Child Plus or Teaching Strategies Gold (TSG)
