The UWOPD Dispatcher position evaluates and acts upon information and knowledge regarding safety, law enforcement and the University in general. This position is responsible for communication via radio, Mobile Data Computer (MDC) terminal, telephone, written correspondence, computer programs and chatting and in-person conversation & customer service. This position coordinates emergency and non-emergency communication between the UW Oshkosh Police Department and other campus departments, law enforcement agencies, fire departments, emergency medical units and other agencies. This position is also responsible for monitoring alarm panels, numerous radio frequencies, and acts as the after-hours emergency contact for the campus community.

In addition, the position is responsible for maintaining the computerized police record keeping system, ensuring accuracy in all entries, providing dispatch training to all dispatchers and officers, and ensuring security measures are being met with regards to confidential information and record retention.

This position is eligible for Night Differential Pay for time worked between 6:00 PM and 6:00 AM. If interested in learning more about this please review UW System Administrative Policy 1277.

Responsibilities

40% 

  1. Emergency and non-emergency dispatching services 

    • Operates police radios, phone consoles, and various equipment and technologies to receive and processes requests and information from institutional affiliates, law enforcement, and other public safety agencies 

    • Schedules logistics and secures resources for response to emergency incidents for the institution 

    • Communicates effectively and provides accurate and detailed instructions to all types of audiences in high stress emergency situations 

    • Relay emergency and non-emergency information received to other appropriate agencies based on department capabilities and jurisdiction. Coordinate the law enforcement efforts between UW Oshkosh Police Department and other public safety agencies (mutual aid, fire response, etc.). 

    • Troubleshoots, triages, and escalates issues according to established policies and procedures 

    • Monitor alarm systems (fire, intrusion, emergency phone, mobile app, environmental) and initiate, document, and coordinate appropriate response. 

    • Receive and process Emergency Notification System requests for UW Oshkosh Police Department or other University departments and individuals.

  1. Record keeping and administrative responsibilities 

    • Maintains complex records of information in directories and alarm databases, ensures continuity of operations plans, and ensures other resources are accurate and up to date. 

    • Record and maintain officer location and status checks into database.  

    • Serve on committees as representative of the department, as needed. 

    • Provide key control services for departments and other university departments as directed by procedures. 

    • Provide information and directions to walk in guests at the police desk. 

    • Assist with and lead intelligence, information gathering, records, and other communications and operations center requests.  

    • Monitor information and follow severe weather safety protocol to alert the general public. 

    • Documents incidents accurately and adheres to all applicable policies, rules, and regulations. 

    • Complete open records requests, as directed by the primary records position.

  1. Leadership, Training, and Guidance 

    • Train new dispatchers, manage training task updates, and provide weekly training and coaching reports.  

    • Provide leadership, motivation, and insight to student employees and officers performing dispatch duties. 

    • Assists in ensuring training initiatives are completed.  

    • Implement specific objectives to identify areas for improvement and measure results.  

    • Continuously work on inspiring higher standards of performance through monthly training meetings.  

    • Seek opportunities to enhance skills on areas that would benefit the department through participation in conferences or specialized training. 

10% 
 

  1. Miscellaneous Duties 

    • Attend staff meetings.  

    • Attend special training sessions.  

    • Complete general administrative responsibilities.

    • Assist with Parking Services responsibilities.

    • Other duties as assigned. 

Qualifications

 

Required:

1. Demonstrated commitment to diversity, equity, and inclusion

2. High school diploma or equivalent. 

3. At least 2 years of experience in a customer service-related position. 

4. Ability to operate communications systems, including two-way radio dispatch equipment, multiple-line telephone systems, MDC systems, and alarms systems. 

5. Ability to use Microsoft Word functions to draft correspondence and create reports. 

6. Ability to use Microsoft Excel functions to create and maintain spreadsheets, sort, filter, and extract data. 

7. Ability to listen, interview, and control emotions to effectively gather information and properly dispatch personnel.  

8. Ability to perform varied tasks quickly, accurately and simultaneously while under stress. 

9. Ability to accurately narrate information obtained during call-taking and dispatch processes. 

10. Ability to recognize confidential information as well as deny requests you deem to be confidential in nature

11. Must have a positive attitude and be proactive and team oriented.

12. Must be of good character and be able to pass a criminal background investigation.

13. Physical Demands such as walking, lifting, equipment operations, etc.

14. Good vision, hearing and an ability to tune in and out background noises.

Preferred:

1. Associate degree or higher college degree 

2. Prior experience in a dispatch center or a communications center capacity. 

3. Knowledge of the TIME system procedures and NCIC/CIB polices and guidelines. 

6. Knowledge, training and experience with required law enforcement reporting requirements 

7. Knowledge of campus area, public and private resources, and community programs. 

8. Knowledge of some DOT data and procedures, including driver's license and registration. 

9. Some knowledge of Police authority and judicial procedures and practices. 

10. Knowledge of complex, interactive database/record management systems.
