Position Summary: The UWOPD Dispatcher position evaluates and acts upon information and knowledge regarding safety, law enforcement and the University in general. This position is responsible for communication via radio, Mobile Data Computer (MDC} terminal, telephone, written correspondence, computer programs, chatting and in-person conversation & customer service. This position coordinates emergency and non-emergency communication between the UW Oshkosh Police Department and other campus departments, law enforcement agencies, fire departments, emergency medical units and other agencies. This position is also responsible for monitoring alarm panels, numerous radio frequencies, and acts as the after-hours emergency contact for the campus community. In addition, the position is responsible for maintaining the computerized police record keeping system, ensuring accuracy in all entries, providing dispatch training to all dispatchers and officers, conducting instruction, and testing for TIME System users, and ensuring security measures are being met with regards to confidential information and record retention. The position functions in several different capacities to include dispatcher, data gathering, and report compilation based on the data gathered, leading and directing student dispatchers, leading dispatch meetings, and several other administrative duties. The dispatcher often works alone in a solitary environment and in a location that has no windows which can be stressful at times. The sounding of an alarm or the ring of a phone can change the situation dramatically and sometimes there are several things happening all at once. Exposure to computer screens on a continual basis can be expected in this role.
Responsibilities

35% Emergency and Non-Emergency Dispatching Services

1. Using the police dispatch radio; monitor, receive, evaluate, and act upon data, information, or messages transmitted on UWOPD Police frequencies.
2. Answer emergency and non-emergency telephone lines which terminate at the University Police. Evaluate each request and decide on appropriate dispatch response.
3. Serve as the Public Safety Answering Point (PSAP) for the University community.
4. Perform "status checks" to monitor the safety of UWOPD Police Officers and Community Service Officers. Initiate appropriate actions when unable to verify the status of an officer and notify command or supervisory personnel as necessary.
5. Monitor information and alerts transmitted through the National Weather Service and follow severe weather safety protocol to alert the public.
6. Execute/terminate alerts by use of the BRG Alert System as directed.
7. Receive and process Emergency Notification System requests for UW Oshkosh Police Department or other University departments and individuals.
8. Monitor University alarm systems (fire, intrusion, emergency phone and environmental) and initiate, document, and coordinate appropriate response.
9. Provide leadership, training, motivation, and insight to student employees and officers performing dispatch duties.
10. Ability to obtain information related to the incident that is necessary to determine the appropriate dispatch response.
11. Enter appropriate and accurate information into our records management systems.
12. Relay emergency and non-emergency information received to sworn and non-sworn personnel or other appropriate agency personnel.
13. Dispatch the necessary personnel to the appropriate location for emergency and non­emergency response.
14. Relay emergency and non-emergency information received to other appropriate agencies based on department capabilities and jurisdiction. Coordinate the law enforcement efforts between UW Oshkosh Police Department and other public safety agencies (mutual aid, fire response, etc.).
15. Facilitate further communication between agency personnel and/or other agencies.
16. Document communication and response times/action(s) taken.
17. Monitor other University and public safety frequencies.
18. Monitor and control radio communications to provide for the most efficient transfer of information to officers and other campus personnel in adherence to Federal Communications Commission (FCC) regulations.
19. Receive non-emergency requests from other University Departments, Government Agencies, Law Enforcement Agencies, or the public via written correspondence, fax, telephone, or in person.
20. Receive and evaluate general information from other University departments or outside law enforcement/government agencies. Refer to proper authority or handle directly.
21. Answer non-emergency telephone lines and evaluate, route, or handle.

25% Dispatch Services, Support to Law Enforcement and Non-emergency Communication

1. Operate computer terminals and MDC terminals to retrieve or store information pertinent to the law enforcement function.
2. Monitor, send, receive, and interpret Mobile Data Computer (MDC) messages and information in conformity with Wisconsin Department of Justice {WIDOJ} and Transaction Information for Management Enforcement (TIME) System rules and regulations.
3. Evaluate initial information received and dispatch appropriate officer(s) and other appropriate agencies if necessary or requested. Notify appropriate supervisory personnel of extraordinary situations or conditions.
4. Verify active arrest warrant information and other court directives with appropriate outside law enforcement agencies and court jurisdictions.
5. Receive requests from UW Oshkosh Police Department officers for information and perform TIME system inquiries (driver's license, registration, criminal history, wanted/stolen, probation files).
6. Conduct searches using other available online resources.
7. Interpret information responses and explain as necessary. Advise field personnel of information and possible courses of action. Verify information when possible, per established guidelines (alarms).
8. Respond to Text Telephone (TTY), MDC, or radio requests from other law enforcement agencies. Disseminate information in accordance to TIME guidelines or route requests to the proper authority.
9. Ensure security of the dispatch communication center and maintain confidentiality of MDC transmissions and records.
10. Make inquiries on in house records systems as needed and report the results to field officers and other authorized personnel to possess such information. Evaluate data and determine the proper course of action.
11. Perform research using other campus resources to obtain information not available through law enforcement programs. (Portal, PeopleSoft, UWO website, etc.)
12. Assess a multitude of public and private programs to assist officer with interpreting defendant information for possible charges, research prior contacts and associations.
13. Knowledge of campus departments and policies regarding disciplinary actions and accountability.
14. Knowledge of community program availability and services on/off campus. (Counseling Center, Victim Advocacy, Crisis Intervention}.
15. Establish long-term relationships with surrounding law enforcement and supporting agencies such as the District Attorney's Office and Probation and Parole.
16. Work collaboratively with employees and departments in which daily communication is necessary to achieve common goals.
17. Interpretation of multiple department call-in schedules and other emergency after hour procedures as well as performing and documenting the callouts.
18. Serve as Validation Officer for the department. Ensure officers adhere to our policy for entry, modification or cancellation of records pertaining to missing/wanted persons or property according to NCIC/CIB guidelines. Provide entry documentation to the communications personnel at the Oshkosh Police Department and follow up to verify accurate and timely entry as well as retention of necessary paperwork.
19. Serve as Time Agency Coordinator. TAC is the primary liaison between our agency and the Crime Information Bureau (CIB) and ensures compliance with NCIC and CIB policy, regulations, and certifications.
20. Serve as the Agency Assigned Instructor (AAI). Provide the instructions, tests, and results for dispatchers and officers as TIME certification testing need be provided within 6 months of hire and every 2 years after that time.

20% Record-keeping and General Administrative Support Responsibilities

1. Document alarms received and action taken.
2. Record After-hours building authorizations for students upon approval by professor.
3. Record and maintain officer location and status checks into database.
4. Maintain a file of all teletype messages directed towards the department. (Direct TIME messages received through Oshkosh PD or WCSD 911 Center on behalf of this department.)
5. Serve on committees as representative of the department, as needed.
6. Provide key control services for department and other university departments as directed by sop.
7. Provide information and directions to walk in guests at the police desk.
8. Provide monthly log to facilities as back-up to their call-in requests.
9. Record key dissemination for fleet vehicles.
10. Work with telecommunications, elevator maintenance, and fire alarm personnel to ensure equipment is working properly.
11. Maintain record of vehicle gasoline consumption and mileage.
12. Transcribe dictations, upon request.
13. Serve as Notary for officers and personnel.
14. Assistance with and oversight of all evidence processing and storage. Ensuring that State Statues are followed, and all evidence is documented.

15% Leadership and Guidance

1. Provide orientation and training to new dispatchers and police officers, as needed.
2. Evaluate student dispatcher performance each semester.
3. Hire and maintain appropriate level of student dispatchers to meet UWOPD scheduling requirements.
4. Conduct on-the-job training for new employees.
5. Implement specific objectives to identify areas for improvement and measure results.
6. Continuously work on inspiring higher standards of performance through monthly meetings and discussions.
7. Seek opportunities to enhance skills on areas that would benefit the department through participation in conferences or specialized training.

5% Miscellaneous Duties

1. Attend unit staff meetings.
2. Attend special training sessions.
3. Serve as a backup to the Administrative Assistant, as needed.
4. Other duties as assigned.

Qualifications  
Required: 1. High school diploma or equivalent.
2. At least 2 years of experience in a customer service-related position.
3. Ability to use Microsoft Word functions to draft correspondence and create reports.
4. Ability to use Microsoft Excel functions to create and maintain spreadsheets, sort, filter, and extract data.
5. Ability to effectively type on a traditional computer keyboard.
6. Ability to sit for long periods of time.
7. Knowledge of and experience in maintaining confidentiality with highly classified information and data.
8. Knowledge of and experience using email systems as a significant means of effective daily communication, including mass email lists and professional correspondence.
9. Demonstrated strong written and oral communication skills.
10. Ability to perform varied tasks quickly, accurately, and simultaneously while under stress.
11. Ability to work nights, days, weekends, and holidays.
12. Demonstrated commitment to equity, diversity, and inclusion.
Preferred: 1. Associate Degree or Higher education.
2. Knowledge of campus area, public and private resources, and community programs.
3. Experience operating communications systems, including two-way radio dispatch equipment, multiple-line telephone systems, MDC systems, and alarms systems.
4. Knowledge of Wisconsin court system procedures (minimally the working knowledge of the Wisconsin Court System website known as CCAP).
5. Previous experience working in a law enforcement setting.
6. Previous experience developing team members professionally by means of training, coaching, and counseling.
