30% A. Management of the MEP Unit
1. Plan and direct the activities of the mechanical/electrical/plumbing unit personnel in the performance of a variety of operations and maintenance of building mechanical, electrical, plumbing, fire protection, steam and chilled water systems; schedule, coordinate, prioritize and monitor activities / projects.
2. Assign daily work using the Total Maintenance Authority (TMA) computerized maintenance program; enter and retrieve data; print work orders; monitor employee performance; determine status of work orders.
3. Provide technical support and job instruction to maintenance staff and craft workers in analyzing technical problems.
4. Review construction plans, specifications or blueprints; present written comments on the MEP systems; estimate costs and / or project expenses.
5. Supervise, plan, coordinate and review the installation and coordination of the campus key system; determine appropriate door hardware (locks, closures, automatic operators, etc.).
6. Inspect building systems and effectively recommend repair or replacement of building mechanical, electrical, plumbing, fire protection, steam and chilled water systems; determine and prepare a coordinated long-range maintenance and repair with the Assistant Director of Facilities Planning, the Department of State Facilities and UW System Capital Budget and Planning representatives.
7. Inspect campus utility infrastructure and effectively recommend repair or replacement of mechanical, electrical, plumbing, fire protection, steam and chilled water systems; determine and prepare a coordinated long-range maintenance and repair with the Assistant Director of Facilities Planning, Department of State Facilities and UW System Capital Budget and Planning representatives.
8. Direct and schedule planned and preventive maintenance work.
9. Communicate with department heads, faculty, students and staff in advance of interruptions involving replacement or repair activities.
10. Perform building inspections to ensure maintenance standards Wisconsin Department of Safety and Professional Services (DSPS), fire/safety, building standards, ADA, etc.; identify and locate possible problems, causes or issues.
11. Investigate and respond to building occupant complaints.
12. Prepare and submit reports regarding unit workload, MEP equipment inspections, and utility systems inspections.
20% B. Campus wide Building Maintenance Program
1. Conduct meetings to develop and propose maintenance activities and schedules suitable for each area and task.
2. Coordinate and schedule remodeling and / or maintenance projects with outside vendors and contractors; review and inspect work for completion; authorize payment.
3. Work with campus departments to implement construction, remodel and repair needs; setup on-going inspection and quality control monitoring program and procedures.
4. Consult with the Department of State Facilities Engineers on various issues and projects (e.g. replacement, repair of roof systems, key and lock systems).
5. Develop short- and long-range plans for the repair and replacement of building structural systems (e.g. building envelope, roofs, masonry, doors & windows, closures). Develop and maintain preventive and predictive maintenance programs for campus structural systems using TMA ; determine project priorities, funding levels, schedule work with staff or private contractors.
6. Record, update and file room paint schedules, hardware and equipment records for all campus buildings.
7. Review, update and keep current building blue prints, specifications, shop drawings, finish schedules and manufacturer equipment specifications.
8. Review completed projects for budget, estimate and specification compliance.
20% C. Budget and Purchasing
1. Review and monitor the MEP department budget to determine purchasing levels; project implementation; maintain records / expenditures; prepare related reports.
2. Develop and review bid specifications for contractual services and supplies; determine and develop material lists; obtain price quotes from vendors.
3. Determine source of supply, prepare and initiate purchase requests; record supplies and services ordered.
4. Procure services and supplies utilizing State purchasing guidelines and contracts.
5. Estimate time schedules, material costs, and labor costs for jobs, projects, etc.
6. Order, receive and inspect parts and equipment; schedule delivery of equipment/material.
20% D. Personnel Management
1. Conduct on-site inspections to evaluate work processes, review quality and quantity of work; ensure compliance with health and safety standards, building codes and state construction standards.
2. Initiate and train employees through on-the-job training programs
3. Interpret work rules, contractual agreements, policies and procedures; investigate work rule violations; administer discipline - verbal and written reprimands.
4. Prepare formal performance evaluations and discuss evaluations with employee
5. Maintain records and monitor staff work hours and leave accounting.
6. Participate in employment interviews and effectively recommend hiring.
7. Designate individuals for emergency calls and off duty call backs.
8. Provide back-up support to Structural Shop Facility Manager.
5% E. Workplace Health and Safety
1. Report / document unsafe acts and conditions.
2. Review workplace health and safety expectations with employees.
3. Investigate workplace accidents in a timely manner.
4. Follow and enforce health and safety rules.
5. Attend safety and training sessions as requested.
6. Provide health and safety instruction to employees.
7. Incorporate health and safety into performance evaluations.
5% F. Miscellaneous Duties
1. Attend meetings, conferences and seminars.
2. Complete on-going trainings required by the State of Wisconsin, UW System Administration and University of Wisconsin – Oshkosh.
3. Other duties as assigned.
